Foster mother charged with rape of teen child

A Stafford County woman has been accused of having ongoing sexual relations with her teenage foster son.

Suzanne Ibsen Collares, 33, was indicted on 20 felony charges Monday by a Stafford grand jury.

Collares is charged with 10 counts of statutory rape and 10 counts of taking indecent liberties with a child.

She was arrested Monday night at her job at the Rappahannock Area Community Services Board and placed in the Rappahannock Regional Jail.

A bond hearing is scheduled for this morning in Stafford Juvenile and Domestic Relations Court, prosecutor Eric Olsen said.

Details about the incidents are scarce, but the indictments show that the sex acts were alleged to have occurred between March of 2005 and August of last year at Collares' Argyle Hills home, where she lived or lives with her husband in southern Stafford.

Olsen said the boy, who no longer lives with Collares, reported the allegation to authorities. Olsen would not reveal what led to the boy coming forward.

The boy was in middle school when the alleged sexual relationship began.

Collares got involved with the state foster care program under the Arlington Department of Social Services. She lived in Northern Virginia before moving to Stafford and still answered to Arlington officials, state records show.
